Because AI now reacts more dynamically to your actions, escalating trouble in one district tends to draw a heavier response than it would have in the previous game, which rewards planning an escape route before starting chaos rather than improvising one afterward. The added multiplayer mode changes the risk calculus further, since other players can just as easily turn a peaceful drive into an ambush, staying aware of your surroundings matters more here than in a purely single-player sandbox.
