Because clearing the wrong car first can block a path that was needed for a different vehicle later, studying the full traffic layout before moving anything tends to reveal a level's intended sequence faster than shuffling cars around by trial and error. Levels that add a time limit reward planning the full route mentally beforehand, since working it out mid-move under pressure usually costs more time than a few seconds of upfront thinking.
